I see at least 2 options...in no particular order.

The first would be to call each city hall/police and ask if a permit is required.
The second: It's better to beg forgiveness rather than seek permission.

The second is what I used and only got kicked out of a few places...

I'm afraid Officer Friendly has it backwards. The burden of proof always resides with the Plaintiff, in this case the city. They would have to prove you actively solicited money. This would be impossible if it never happened. They would also need witnesses. Just accepting...
